BT Cellnet has lost a bid to continue to erect a 33 feet high radio mast at the junction of Tweseldown Road and Beacon Hill Road in Church Crookham.
Hart's Development Control Committee turned down the planning application after hearing that Hampshire County Council objected to masts being within 280 yards of schools.
Crookham Junior School and Tweseldown Infants' School have areas within that limit.
The committee also says there is likely to be pressure for further masts in the area and that there is no evidence that BT Cellnet has liaised with other operators in order to develop a comprehensive solution. It also says it will be close to an underground electricity cable.
Hart has given the same firm temporary consent for a 42 feet high mast at Brookhouse in Minley Road, Fleet, by the M3 motorway. In the meantime local councillor Stephen Parker will try to persuade the firm to apply to make it permanent rather than move the mast to Ancells Farm.
