So we are going to get new, smaller rubbish bins; maybe the present ones are 20 years old but I have yet to see one that is damaged. How much is this going to cost? Can the old bins be recycled?

I suppose if we didn’t have bins at all it follows there would be no rubbish. It also gives the council the opportunity to fine us when they are overfilled!
